Hi
I have a copy Of folder ORADATA . How I can Restore This folder to a new DataBase ?

It depends upon when the copy was made, how the copy was made & the completeness of content of this directory.
It suspect that what you now have is not sufficient to ever open any database.

post a full directory listing of the directory's content.

I Have a DataBase and My Hard drive crashed , I have a complete copy of Folder oradat with *.CTL files and *.LOG files and *.DBF and *.ORA .
I install a new windows and a new oracle dataBase and I want use that copy .....

If the database had been cleanly SHUTDOWN prior making the copy of the files, then you only need to STARTUP the database.

You do not restore a database into another one, you just restore the database.
If you have all the database files, in the same places, you juts have to recreate the associated service using ORADIM (assuming from the names you gave you are on Windows).
